Our client is seeking an experienced Technology Project Manager (PMIS) to support a large-scale capital improvement program within the Los Angeles Community College District. This individual will be responsible for leading the planning, implementation, migration, optimization, and ongoing support of enterprise Project Management Information Systems (PMIS), serving as the primary liaison between executive leadership, project teams, finance departments, IT stakeholders, consultants, contractors, and end users.
The ideal candidate will possess extensive experience with PMIS platforms, capital program delivery, financial and accounting workflows, project controls, system integrations, reporting, change management, and stakeholder engagement. This role will play a critical part in modernizing enterprise systems, improving operational efficiency, and ensuring successful adoption of technology solutions across large public-sector construction programs.
Duties & Responsibilities
• Program & Technology Leadership

Serve as the primary point of contact and Owner’s Representative for enterprise PMIS implementation and modernization initiatives.

Lead PMIS transition efforts from legacy platforms to modern enterprise systems.

Oversee planning, deployment, configuration, integration, migration, and optimization activities.

Coordinate implementation efforts across PMO, IT, Finance, Facilities, consultants, vendors, and end-user groups.

Develop and maintain PMIS governance standards, workflows, operational procedures, and technology roadmaps.

Ensure enterprise systems align with organizational objectives and capital program requirements.
• PMIS Implementation & Migration
-
Lead migration planning and execution for historical data, workflows, reports, forms, accounting information, and invoicing processes.

Coordinate system validation, quality assurance testing, and user acceptance testing (UAT).
-
Develop and maintain implementation schedules, risk logs, issue trackers, and deployment readiness plans.

Collaborate with vendors, developers, finance teams, and stakeholders to resolve implementation challenges and support system stabilization.
• Accounting, Cost Management & Financial Systems

Support integration between PMIS and financial systems, including budgeting, forecasting, contract management, invoicing, change orders, and cost tracking.

Coordinate implementation and support of invoice workflows, approval routing, and financial controls.

Partner with accounting, finance, and project controls teams to ensure accurate reporting, reconciliation, and audit readiness.

Assist with configuration, testing, and optimization of financial workflows, dashboards, reports, and system integrations.

Resolve invoicing discrepancies and financial workflow issues as needed.
• Training, User Support & Change Management

Coordinate development and delivery of training programs for executive leadership, project teams, contractors, consultants, and end users.

Serve as a key resource for user support, issue resolution, and operational guidance during implementation and post-deployment phases.

Support organizational change management initiatives to drive user adoption and long-term success.

Develop training materials, support documentation, user guides, and knowledge transfer resources.

Facilitate communication between technical teams and business stakeholders.
• Post-Go-Live Operations & Continuous Improvement

Lead post-implementation support, issue management, workflow optimization, and system stabilization efforts.

Prioritize and coordinate feature enhancements, upgrades, and process improvements.

Monitor system performance, user adoption, workflow effectiveness, and operational efficiency.

Coordinate testing and deployment of future releases and enhancements.
• Business Process Improvement & Systems Integration

Analyze business processes and identify opportunities for automation and operational improvement.

Lead requirements gathering, system configuration, testing, and user acceptance activities.

Coordinate integrations between PMIS platforms, ERP systems, financial systems, document management systems, reporting tools, BIM platforms, and asset management systems.

Develop dashboards, reporting tools, and executive-level analytics to support project and financial oversight.
• Capital Program Support

Support large-scale capital improvement programs involving project controls, cost management, document controls, scheduling, invoicing, and compliance reporting.

Collaborate with executive leadership, facilities teams, project management offices, finance departments, and external consultants.

Develop governance standards, workflows, reporting structures, and implementation strategies supporting enterprise capital systems.
Qualifications & Requirements
• Education
-
Bachelor’s degree in Business Administration, Information Systems, Engineering, Construction Management, Accounting, Finance, or a related field required.
• Professional Experience
-
Minimum 10 years of experience supporting large-scale capital programs, PMO systems, enterprise technology implementations, or construction technology initiatives.
-
Proven experience leading PMIS implementation, migration, or modernization projects within public-sector or enterprise environments.
-
Experience transitioning organizations from legacy PMIS platforms to modern enterprise systems.
-
Strong understanding of construction accounting, budgeting, invoicing, forecasting, cost management, and financial controls.
-
Experience supporting the full lifecycle of enterprise system implementations from planning through post-go-live support.
• Technical Expertise

Experience with Trimble Unity Construct (eBuilder).

Experience with Deltek Costpoint.

Experience with reporting, dashboarding, and business intelligence tools.
-
Strong understanding of project controls, cost management, construction workflows, and capital program governance.

Knowledge of invoice processing, financial workflows, and operational readiness activities.

Experience coordinating data migration, systems integration, and reporting solutions.
• Project & Stakeholder Management

Experience coordinating User Acceptance Testing (UAT), training programs, post-go-live support, and system enhancements.

Proven ability to lead cross-functional technical and operational teams.

Strong stakeholder management, facilitation, and executive communication skills.

Ability to manage multiple concurrent projects in complex environments.
• Additional Preferred Qualifications

Experience supporting public agencies, higher education districts, airports, ports, utilities, or large infrastructure programs.

Experience serving as an Owner’s Representative for PMIS implementation initiatives.

Experience managing migrations from Proliance or similar legacy systems into Trimble Unity Construct (eBuilder).

Experience with construction accounting systems, contract management, invoice approval workflows, and capital financial reporting.

Experience with ETL processes, reporting architecture, dashboard development, document management systems, BIM integrations, and asset management platforms.

PMP, Scrum Master, or related professional certifications preferred.

Knowledge of Agile/Scrum methodologies and software delivery lifecycle management.
