Summary

Our client is seeking a highly motivated and experienced Project Engineer III to support large-scale capital improvement and construction programs within the Los Angeles Community College District (LACCD). This role serves as a technical representative responsible for providing engineering, construction, and project management support throughout the project lifecycle. The ideal candidate will possess strong construction management experience, excellent communication skills, and the ability to coordinate effectively with project teams, contractors, consultants, and stakeholders to ensure projects are delivered on time, within budget, and in compliance with all applicable standards and regulations.

Duties & Responsibilities

  • Project Coordination & Technical Support
    • Provide technical and engineering support to Program Management Office (PMO) staff, including Project Managers and Construction Managers.
    • Coordinate with College Project Teams (CPTs), contractors, architects, engineers, inspectors, consultants, and college personnel.
    • Participate in and, when required, facilitate design, construction, and project coordination meetings.
    • Support project planning, execution, and closeout activities throughout the project lifecycle.
  • Construction Oversight
    • Conduct field inspections of construction, demolition, renovation, rehabilitation, and repair projects.
    • Verify compliance with project specifications, contract documents, established standards, and Division of the State Architect (DSA) requirements.
    • Read, interpret, and review construction plans, specifications, and shop drawings.
    • Review contractor submittals for conformance with project requirements.
  • Contract Administration
    • Review, estimate, negotiate, and process construction change orders and field directives.
    • Review and enforce construction and professional services contracts.
    • Assist with the preparation of Scope of Work documents for consultant and contractor procurements.
    • Generate and draft Proposed Board Actions (PBAs) and other project documentation.
  • Project Controls & Reporting
    • Develop and maintain project files in both electronic and hard-copy formats.
    • Prepare project status reports, correspondence, procedures, and guidelines.
    • Support weekly and monthly reporting efforts, including photo documentation and progress tracking.
    • Assess project risks and maintain risk registers with appropriate mitigation strategies.
  • Stakeholder & Consultant Management
    • Coordinate timely responses to RFIs, submittals, Construction Change Documents (CCDs), and other project-related inquiries.
    • Facilitate resolution of construction and design issues.
    • Manage and direct contractors, consultants, and vendors, including invoice review and approval.
    • Generate and distribute meeting agendas and minutes.
  • Quality Assurance
    • Confirm contractor maintenance of record drawings prior to approval of progress payments.
    • Ensure project documentation remains accurate, organized, and up to date.
    • Support compliance with project standards, policies, and regulatory requirements.

Qualifications & Requirements

  • Education
    • Bachelor’s degree in Engineering, Construction Management, Architecture, or a related field.
    • Additional qualifying experience may be substituted for education on a year-for-year basis.
  • Experience
    • Minimum seven (7) years of professional experience in construction, engineering, project engineering, construction management, or a related field.
    • Experience supporting projects through multiple phases of the project lifecycle.
    • Experience coordinating with contractors, consultants, architects, and project stakeholders.
    • Strong understanding of construction documentation, project controls, and contract administration.
  • Technical Skills
    • Ability to read and interpret construction drawings, specifications, and shop drawings.
    • Experience processing RFIs, submittals, change orders, and project documentation.
    • Strong organizational and document management skills.
    • Proficiency with Microsoft Office Suite and construction/project management software.
  • Professional Skills
    • Excellent verbal and written communication skills.
    • Strong problem-solving and analytical abilities.
    • Ability to work effectively in a fast-paced environment while managing multiple priorities.
    • Self-motivated with the ability to work independently and collaboratively within a team environment.

Preferred Qualifications

  • Experience working on educational facility construction programs.
  • Experience with Division of the State Architect (DSA) projects.
  • Experience supporting projects from master planning and design through construction and closeout.
  • Professional Engineer (PE), Certified Construction Manager (CCM), or similar industry certifications.
  • Experience with public-sector construction and capital improvement programs.
