Summary
Our client is seeking a Senior Financial Management Analyst / Consultant to support Department of Defense (DoD) and Department of Navy (DoN) financial management initiatives. This position is based onsite at the Washington Navy Yard in Washington, D.C. and offers the opportunity to work closely with government stakeholders, providing specialized financial management, budgeting, forecasting, and consulting support on complex defense programs.
The ideal candidate will have extensive Department of Navy financial management experience, strong expertise in the Planning, Programming, Budgeting, and Execution (PPBE) process, and the ability to provide strategic financial guidance to government clients. This individual will play a key role in budget development, financial analysis, reporting, and decision-making support while collaborating with cross-functional teams in a fast-paced environment.
Duties & Responsibilities
- Financial Planning & Budget Management
- Support complex Planning, Programming, Budgeting, and Execution (PPBE) activities.
- Develop, maintain, and execute annual budgets and financial spend plans.
- Assist with budget formulation, cost tracking, forecasting, and variance analysis.
- Monitor financial performance and identify potential risks or budget impacts.
- Manage multiple funding sources and ensure proper allocation and utilization of funds.
- Financial Analysis & Reporting
- Perform account analysis, reconciliations, and financial reviews.
- Analyze organizational performance and assess the financial impact of programs and policies.
- Research financial and economic developments that may affect spending and budgeting activities.
- Prepare detailed financial reports, executive summaries, presentations, and recommendations.
- Develop courses of action (COAs) and recommendations to address financial management challenges.
- Government Financial Systems
- Enter and maintain financial data within government financial management systems.
- Support financial tracking, reporting, and budget execution activities.
- Ensure data accuracy and compliance with established financial management procedures.
- Assist with financial system analysis and process improvements.
- Client Advisory & Stakeholder Support
- Provide financial management guidance and consulting support to government clients.
- Collaborate with program managers, financial managers, and other stakeholders to achieve mission objectives.
- Interpret and apply financial management policies, regulations, and strategic guidance.
- Present financial findings and recommendations to leadership and decision-makers.
- Compliance & Process Improvement
- Ensure adherence to federal financial management policies, procedures, and regulations.
- Support continuous improvement initiatives related to budgeting, forecasting, and financial controls.
- Assist in developing and implementing best practices for financial management operations.
Qualifications & Requirements
- Education
- Bachelor’s degree from an accredited college or university.
- Experience
- Minimum seven (7) years of Department of Navy (DoN) Business Financial Management consulting experience.
- Extensive experience with Department of Navy accounting, finance, financial systems, consulting, and PPBE processes.
- Experience supporting DoD financial management programs and initiatives.
- Experience preparing budgets, forecasts, financial reports, and executive-level presentations.
- Experience managing multiple funding types and coordinating with diverse stakeholders.
- Technical Skills
- Advanced Microsoft Excel skills with daily hands-on use.
- Proficiency with Microsoft Office Suite, including Word, PowerPoint, Outlook, and Access.
- Experience with financial reporting, forecasting, and variance analysis.
- Experience with data visualization tools such as Power BI, Tableau, or similar platforms.
- Experience with Navy Enterprise Resource Planning (N-ERP) preferred.

Preferred Qualifications
- Certified Defense Financial Manager (CDFM) certification.
- Experience supporting NAVWAR, NAVSEA, PEO, PAE, or similar Navy organizations.
- Experience providing financial consulting services within government or defense environments.
- Familiarity with complex defense acquisition and program management environments.
Security Clearance Requirements
- Ability to obtain and maintain a Secret Security Clearance.
- Active clearance preferred.
- U.S. Citizenship required.
- Eligibility to support projects requiring higher-level clearances when necessary.
